President Ali Unveils Special Transportation Initiative for Differently Abled Students

In a progressive move aimed at enhancing accessibility for differently abled children, President Dr. Mohamed Irfaan Ali has announced the introduction of dedicated transportation services. This initiative will provide special buses to facilitate the transportation of learners with special needs, addressing the ongoing concerns raised by parents regarding accessibility to educational facilities.

The announcement coincided with the inauguration of the new Exceptional Learners’ Centre at Cotton Field in Region Two, which is the first of its kind in the region. Approximately 30 students will benefit from this state-of-the-art facility, designed to cater to a variety of special needs, including those on the autism spectrum and other disabilities.

During his keynote address, President Ali emphasized the importance of this initiative, stating, “We have allocated resources in the budget, and by the end of this month, the Minister of Finance will ensure that Region Two receives its bus for transporting these children.” This commitment is part of the government’s broader efforts to secure inclusive and equitable access to quality education for all.

The Exceptional Learners’ Centre, funded through the Basic Needs Trust Fund (BNTF) from the Caribbean Development Bank (CDB), marks a significant milestone in the government’s mission. President Ali highlighted the integration of health services into educational operations at the facility, stating, “We plan to bring the clinic to the facility monthly to alleviate the burden on parents and children, which is a vital aspect of our service delivery.”

The President also acknowledged the barriers faced by children with special needs in accessing quality education, reiterating his administration’s dedication to breaking down these obstacles. “That is why we are investing heavily in the education sector,” he asserted.

Notably, the President pointed to the recent launch of a special needs swimming program at the Cyril Potter College of Education (CPCE) aimed at enhancing therapy and rehabilitation services, with plans for future expansions. Since 2022, the number of special education facilities across Guyana has increased from 13 to 27, demonstrating significant progress in making education accessible to all children.

Comparing the current administration’s investment in the education sector to that of the previous government, President Ali remarked that there has been a 600 percent increase in funding between 2015 and 2020.

Daniel Best, President of the Caribbean Development Bank, praised such initiatives as essential for development, reinforcing the bank’s commitment to inclusive and sustainable progress. “These interventions in communities like Cotton Field are crucial for ensuring collective advancement,” he stated.

The establishment of the Exceptional Learners’ Centre was prioritized to enhance early childhood education, as the nearest specialized facility prior to this was located in East Coast Demerara. Best described the new centre as “more than just a building; it is a sanctuary of hope, acceptance, and opportunity,” reflecting the commitment to nurturing every child’s potential.

The construction of the facility was secured through a $94 million contract with Builder’s Engineering & Architectural Constancy, with senior officials, including Senior Minister Dr. Ashni Singh and Minister of Education Priya Manickchand, present at the ceremony.
